Which Boat Can I Drive Without a License in Norway?

You want to get out on the water but do not have a Norwegian boat license? Do not worry – there are plenty of great options for you too. Here is a complete guide to what you can legally operate in Norway without the "boat license."

The Main Rule

In Norway, you do not need a boat license if the boat meets both of these criteria:

  • Hull length is under 8 meters (26 feet)
  • The engine has a maximum of 25 horsepower (25 HP)

Both criteria must be met simultaneously. A 7-meter boat with 30 HP still requires a license, and so does a 9-meter boat with 20 HP.

Important exception: If you were born before January 1, 1980, you do not need a boat license regardless of the boat. But we still recommend familiarizing yourself with the boat license rules – knowledge is the best safety measure.

Boat Types You Can Operate Without a License

Dinghies and Small Boats

Dinghies are the classic choice for those without a license. A typical dinghy is 3–5 meters long with a small outboard motor of 5–15 HP. Perfect for fishing, short coastal trips, or a relaxed afternoon on the fjord.

Smaller Bowriders

Some smaller bowriders fall within the limits. A bowrider of 15–17 feet with 25 HP gives you comfort, room for several passengers, and a great boating experience – without requiring a license.

Smaller RIBs

Some smaller RIBs have engines of 25 HP or under. These give you the RIB's stability and seaworthiness in a compact package. Be aware that most rental RIBs have more powerful engines, so check the specifications carefully.

Kayak and Canoe

Kayaks and canoes naturally do not require any boat license. They are a wonderful way to experience the sea – quiet, environmentally friendly, and great exercise. Be sure to wear a life jacket and check weather and wind conditions.

Rowboats and Sailing Dinghies

Rowboats and small sailing dinghies without engines do not require a boat license. However, sailing experience is still strongly recommended for sailing dinghies.

What About Jet Skis?

Most jet skis have more than 25 HP, so in practice a boat license is almost always required for jet skis. There are a few models with 25 HP or less, but they are rare in the rental market.

Size vs. Length – What Counts?

It is the hull length that counts – not the total length including outboard motor, bowsprit, or swim platform. Hull length is measured from the front of the bow to the back of the transom, along the hull's centerline.

To be safe: Check the CE marking's hull length specification in the boat's documentation. This is the figure that counts legally.

Boats in the 20-Foot Class

Many popular boats in the 20-foot class (approximately 6 meters) are right on the boundary. With up to 25 HP you can operate them without a license, but many rental boats in this size have more powerful engines. Always check the engine output before booking.

Practical Recommendations

Even though you can legally operate without a license, we recommend:

  1. Learn the maritime traffic rules – You still have give-way obligations and responsibilities at sea, regardless of whether you have a license.
  2. Take an online course – Even if you do not take the formal exam, a course provides valuable knowledge.
  3. Start small – Begin with a small dinghy in calm waters and work your way up as you gain experience.
  4. Wear a life jacket – Always. Regardless of boat size.

What If I Want to Drive Larger Boats?
